Anti-Corruption System
CIVIL SOCIETY ORGANIZATION "COME BACK ALIVE!" is committed to a zero-tolerance approach to corruption. Integrity, transparency, and responsible use of donor funds are the cornerstones of our work.
We ensure public participation in democratic civilian oversight of the security and defense sector, including through analytical activities and support for veterans of the Russian-Ukrainian war. Our partners and donors entrust us with resources to implement these initiatives, which is why it is critically important to us that they are used diligently, effectively, and for their intended purpose.
We continuously strengthen internal control, transparency, and accountability mechanisms to minimize corruption risks and maintain a high level of trust in our activities.
The Foundation has implemented an anti-corruption management system based on international approaches to compliance and risk management.
This system enables us to identify and address integrity risks systematically.
In particular, it includes:
- regular assessment of corruption risks in the organization's activities;
- implementation of internal integrity rules and procedures;
- mechanisms for reporting possible violations;
- internal control and process monitoring;
- regular review and improvement of anti-corruption procedures.
The core principles of this work are defined in the organization's Anti-Corruption Policy.
In 2026, the Foundation successfully completed a certification audit and obtained a certificate of conformity with the requirements of ISO 37001:2016 Anti-Bribery Management Systems.
Internal Anti-Corruption Function
The Foundation has a Compliance and Anti-Corruption Service responsible for the developing and continually improving of the anti-corruption system.
The main tasks of the Service include:
- managing corruption risks;
- developing and updating internal integrity rules;
- conducting internal investigations when necessary;
- assisting employees with ethics and conflict-of-interest matters;
- fostering a culture of integrity within the organization.
How to Report a Possible Corruption Violation
We encourage anyone to report suspected corruption or related misconduct.
Reports can be submitted with the reporter's identifying information or anonymously, via the following channels:

- By post to: 32 Bohdana Khmelnytskoho Street, Office 41, Kyiv 01054, Ukraine.
Reports may be submitted by the Foundation's employees, partners, suppliers, or any other persons who become aware of a possible violation.

Review of Reports
Every report received is reviewed by the Compliance and Anti-Corruption Service.
If the information is confirmed, the organization takes appropriate measures, including:
- ceasing the violation;
- mitigating its consequences;
- conducting an internal investigation;
- holding those responsible accountable;
- notifying the competent authorities where required by law.
Whistleblower Protection
The organization ensures the confidentiality of reports and the protection of individuals who report possible violations in good faith.
We do not tolerate pressure, retaliation, or any adverse consequences against those who report corruption or other integrity concerns.
