Goodbye, Neutrality: An Analysis of Swedish Military Aid to Ukraine
The Kingdom of Sweden's role in supporting Ukraine over the past decade has been both significant and transformative. Following Russia's invasion of Ukraine in 2014, Sweden actively contributed to bolstering Ukraine's Armed Forces. Initially, this support was limited to training assistance. However, the onset of the full-scale invasion in 2022 marked a dramatic expansion in the scope of aid. Sweden began providing equipment, financial military assistance, technology, and lethal weaponry.
For Sweden, this represented a historic shift—its first instance of transferring arms to a nation engaged in an active armed conflict since the Soviet-Finnish War of 1939, when Sweden supplied Finland with rifles, ammunition, and aircraft.
Sweden’s Foreign Minister Tobias Billström has emphasized that supporting Ukraine remains a cornerstone of Stockholm’s foreign policy in the coming years. However, the cooperation faces challenges. Analyst Glib Voloskyi from the CBA Initiatives Center explores these obstacles in the report “Goodbye, Neutrality.”
The report examines how Sweden’s support is shaped by broader considerations, including the European security order, democratic values, international law, and other factors. It also assesses the prospects for continued Swedish assistance in light of these factors.
